The 7th China-Kazakhstan Joint Working Group Meeting on Locust Control Cooperation and the 5th Technical Workshop was held in Xi'an, Shaanxi Province from November 24 to 28, 2015. The two sides reviewed the cooperation achievements in the past 13 years, briefed each other on locust incidence and control of 2015 in border areas and discussed the cooperation plan for 2016-2017.
Both sides agreed that the bilateral cooperation in locust control has yielded fruitful results. The two ministries have earnestly fulfilled the agreement on jointly preventing and controlling locust and other crop diseases and pests, and effectively curbed the spread of locust disasters in border areas. As a result, migratory swarms of locust have not occurred for many years, protecting agricultural and animal production safety as well as food security in both countries.
Meanwhile, China's great efforts of extending biological approaches in border areas have promoted sustainable locust control and enhanced eco-environment safety. Under relevant cooperation program, China donated survey equipments to Kazakhstan to improve locust monitoring in border areas. Kazakhstan facilitated the registration and application of Chinese bio-pesticides in Kazakhstan to upgrade its green prevention and control technology. Moreover, the two sides reached consensuses on strengthening joint survey and information sharing in 2016 – 2017.
In addition, the Chinese side also exchanged views with the observer from Russia. Both China and Russia expressed willingness to develop exchanges and cooperation in plant protection, and agreed that the Belt and Road Initiative provides new opportunities in this regard.
There are great potentials for China, Kazakhstan and Russia to conduct cooperation in zero-growth of pesticide application and green technology development. The three countries should intensify cooperation and promote sustainable control of locust and other major plant diseases and pests, in order to protect agricultural production safety and ensure national food security.
